PAC Study – Highlights
Public Affairs Centre (PAC) released a recent study on governance performance in which Kerala, Tamil Nadu & Telangana have emerged as the toppers.
Highlights
♦ Among the 18 big states, Kerala, Tamil Nadu, and Telangana came out on top in terms of governance performance.
♦ In comparison to the 2020 rating, Telangana has surpassed Andhra Pradesh to take third place.
♦ This year, Jharkhand jumped from 15th to 9th place.
♦ Sikkim, Goa, and Mizoram came out on top among the minor states in the index.
♦ Among the union territories, Puducherry, Jammu & Kashmir, and Chandigarh came out on top.
♦ The Public Affairs Centre (PAC) is a non-profit think tank situated in Bengaluru.
Public Affairs Index (PAI 2021)
♦ The Public Affairs Index (PAI 2021) is based on state scores in governance performance on the pillars of equity, sustainability, and growth.
♦ Gujarat was ranked fifth, Karnataka was seventh, and Maharashtra was ranked 12th.
♦ The index is a strictly evidence-based evaluation of state performance.
♦ It assesses performance using data from the federal government.
PAC Study
♦ The PAC study is an annual assessment of state governance adequacy and quality.
♦ It grades states based on how well they administer federally funded programmes like the rural job guarantee scheme, integrated child development service, national health mission, mid-day meal programme, and Samagra Siksha Abhiyan.
♦ The Covid-19 response index is the major focus of the PAC 2021 project. The index examines how states responded to the covid-19 pandemic in terms of governance.
