  • New norms to smooth hiccups on liquor vends location ruling in MP

  • The excise department is reworking its guidelines to clear the existing ambiguity in rules regarding location of liquor shops along highways in Madhya Pradesh.
  • Once issued, the guidelines will chalk out details regarding rules for opening new liquor shops in urban areas and on national or state highways.

  • In December last year, the Supreme Court had ordered outright closure of liquor shops within 500 metres along national and state highways across the country. In March, the court cut down the distance criteria to 220 metres only in municipal areas having less than 20,000 population which are situated on highways. Yet another order in July stated that stretches of highways in municipal areas were exempted from the first order. The series of orders not just left both the liquor shop owners as well as the excise officials groping in dark. In fact, the officials ended up allowing opening of a number of liquor shops on different parameters as per their convenience. As such, the state still has liquor shops on state and national highways despite the apex court orders.

  • The officials boast that the state is one of the first in the country to implement the first order of the Supreme Court. However, there was a need to frame fresh guidelines to check misinterpretation of the orders or to avoid any confusion, they said. Liquor shops and excise policy is in focus in “prohibition-bound” MP.
